The founder of Adult Day Care & Assisted Living Group Consultants, Lowell J. Spirer, has an M.B.A in Hospital Administration from Northwestern University, Evanston, Illinois and an undergraduate degree in Human Resources from the University of Arizona, Tucson, Arizona.
He is the former president of a national nursing home company. He has specialized in Start-Ups for Adult Day Care Centers, Assisted Living Facilities and Nursing Homes, and has developed a full range of adult day care and assisted living services since his inception of Adult Day Care & Assisted Living Group Consultants in 1993.
Ms. Spirer is a recognized expert on adult day care negligence. For more than twenty years, Ms. Spirer has consulted nationwide for start-up adult medical day care centers. She has prepared expert reports in multiple jurisdictions and testified as an expert witness in wrongful death cases.

Ms. Spirer has been in the Health Care field for 17 years. For the past 10 years, she has started multiple medical, social, and developmental disability adult day care centers as well as personal care facilities utilizing Adult Day Care Group's Manuals and on-site consulting. She has assisted universities internationally to develop their adult day care university courses based on Adult Day Care Group's Manuals and her consulting services.
Further, she has provided adult day care start-up assistance in Poland, Canada, British Virgin Islands, China, Spain and Guam. She assists with zoning and testifies at zoning hearings as an adult day care expert; she works with state licensing departments, such as New York Social Adult Day Care Services (SADS) to further improve the participant care and enhance the social adult day care model.
MoreAs a volunteer, she worked in a Philadelphia Main Line Community Hospital as the Intake person in the Emergency Room for 7 years. This position involved, triage, managing the emergency room waiting area, assisting patients and their caregivers to understand their situation in order to calmly deal with their medical emergency issues, as well as getting the ER stocked with particular equipment and refilling emergency care carts for doctors and nurses.
Our Policy and Procedure Writer has served as the Director of the Division of Licensing within a State Department of Aging since 2005. During his twenty plus years of service he as worked in a variety of roles with both the Departments of Aging and Human Services.
In addition to his present leadership as the Director of Adult Day Licensure in his State Department of Aging, he also oversaw the creation of the new Assisted Living Licensing Office in 2010.
As a policy analyst, he has experience with virtually every Home & Community Based Services program offered in the Aging Network.
He frequently speaks with trade associations on licensure-related topics and aging programs and services. These associations include his State Adult Day Services Association, State Health Care Association, Leading Age, his State Assisted Living Association, and his State Association of Area Agencies on Aging.
MoreSome of his prior Human Services duties include: county caseworker, work with the Medicaid Managed Care Health Choices program, and responsibility for the Medicaid Eligibility Verification System.
He also served in the United States Air Force for eight years as an Intelligence Analyst and is a graduate of Hawaii Pacific University.
